The antagonist is John Grey (voiced by Tom Baker), who as a young man who enlisted in the RAF to defend Britain at the height of World War II. Horrified by nuclear weapons John Grey formed a secret society, "Greywings" inspired by the heroes of the H. G. Wells novel The Shape of Things to Come. Greywings sought out and destroyed nuclear threats but ultimately came to the conclusion that the only way to abolish nuclear warfare would be to create a nuclear winter leaving the survivors afraid of nuclear warfare. Greywings planned on initiating their plan codenamed Operation: Cold Winter by providing world powers with the Octopus guidance systems.
Winter storms create a higher risk of car accidents, hypothermia, frostbite, carbon monoxide poisoning, and heart attacks from overexertion. Winter storms including blizzards can bring extreme cold, freezing rain, snow, ice and high winds.
Issued when hazardous winter weather in the form of heavy snow, heavy freezing rain, or heavy sleet is imminent or occurring. Winter Storm Warnings are usually issued 12 to 24 hours before the event is expected to begin.
Be prepared for winter weather at home, at work and in your car. Create an emergency supply kit for your car. Include jumper cables, sand, a flashlight, warm clothes, blankets, bottled water and non-perishable snacks. Keep a full tank of gas.

Extremely cold air comes every winter in at least part of the country and affects millions of people across the United States. The arctic air, together with brisk winds, can lead to dangerously cold wind chill values. People exposed to extreme cold are susceptible to frostbite in a matter of minutes. Areas most prone to frostbite are uncovered skin and the extremities, such as hands and feet. Hypothermia is another threat during extreme cold. Hypothermia occurs when the body loses heat faster than it can produce.
Cold weather can also affect crops. In late spring or early fall, cold air outbreaks can damage or kill produce for farmers, as well as residential plants and flowers. A freeze occurs when the temperature drops below 32°F. Freezes and their effects are significant during the growing season. Frost develops on clear, calm nights and can occur when the air temperature is in the mid-30s. Each plant species has a different tolerance to cold temperatures. Colds, flus and other respiratory illnesses are more common in colder months. People are indoors more often, allowing viruses to pass more easily from one person to another. And the cold, dry air may weaken resistance.
How did I get it? Somebody coughed or sneezed near you, or you touched a contaminated surface, like a doorknob. More than 200 viruses can cause colds. The most common is the rhinovirus.
How I feel: It starts like a common cold, and progresses to include coughing spells that end with a whooping sound as you gulp for air. Other symptoms include fever, sneezing, runny nose and watery eyes.
The Kansas Corporation Commission wants Kansans to have electric, gas, and water services needed to keep their homes warm during the winter. The KCC also recognizes the customer's responsibility to make arrangements to pay for that service. The Cold Weather Rule was designed in 1983 to ensure that both goals are met.
For electric and hybrid-electric vehicles, decrease the drain on the battery. In general, lithium ion batteries have reduced energy at lower temperatures. Additionally, most all vehicle batteries will use battery power for self-heating in low temperatures. The battery drain due to heating can be minimized by keeping your electric vehicle as warm as possible during freezing temperatures. A common way to do this: plug your vehicle in at night during the winter, keeping the battery temperature in its optimal ranges.
Check your local weather and traffic reports before heading out. If your roads are not in good shape, consider postponing non-essential travel until the roads are cleared. If you do have to go out, make sure you are prepared in case you become delayed while traveling. If making a long road trip when winter weather is forecasted, consider leaving early or changing your departure to avoid being on the roads during the worst of the storm.
Blood pressure generally is higher in the winter and lower in the summer. That's because low temperatures cause blood vessels to temporarily narrow. This increases blood pressure because more pressure is needed to force blood through narrowed veins and arteries.
Other seasonal causes of higher blood pressure include the weight gain, salty foods often eaten during the holidays and decreased physical activity that are common in winter. If you have high blood pressure already, continue to monitor your blood pressure readings as the seasons change and talk to your health care provider.

If you think you might be interested in volunteering, either this winter or for future severe weather events, you are encouraged to sign up for a 2-hour online training session. Each session includes time for questions and answers, and can be beneficial whether they are taken before your first shift or after. Check back for information about future training sessions.
In addition to the severe-weather beds that open only when certain weather thresholds are met, the Joint Office of Homeless Services also funds nearly 2,000 year-round and winter shelter beds open every night during the cold season. These beds are open day after day, no matter the forecast. Other community partners also add winter shelter capacity.
Many organizations providing aid to people experiencing homelessness also partner with community volunteers to offer their services. Find a list of agencies who welcome volunteers and find links to their opportunities to help. 211 also has a winter-focused donations site.
No severe weather beds will open during a cold weather alert. But providers will conduct additional and focused outreach to find vulnerable people, and they will have the ability to quickly obtain and distribute cold weather gear. Providers will step up coordination around information on resources and system shelter capacity. Overflow shelter capacity will be made available to outreach workers, who can refer people in need.
Mayor Michelle Wu has declared a cold emergency in the City of Boston for Friday, February 3 through Sunday, February 5 due to the extreme cold weather that is forecasted for this time period. Boston is forecasted to experience wind chills below zero on Friday, February 3 and Saturday, February 4. BCYF locations will be activated as warming centers on Friday and Saturday.
Wind chill values will begin dropping Friday night. On Friday, the wind chill is predicted to be as low as -21 degrees Fahrenheit, with the cold air staying through Sunday. On Saturday, the wind chill is predicted to be -27 degrees Fahreinheit, the lowest temperature this weekend. Due to the low temperatures and strong wind gusts, there is an increased risk for hypothermia and frostbite for certain populations, such as those experiencing homelessness, the elderly, and young children. Cold weather may also exacerbate health issues in high-risk populations.
The current City of Boston cold emergency threshold is 1 day or more of -10°F or below observed wind chill. Additionally, the current City of Boston cold advisory threshold is one day or more of 0°F or below observed wind chill.
Mayor Wu is advising all residents to take precautions, including reminding them to check in on older adults, people with disabilities and people experiencing homelessness. If you see people experiencing homelessness out in the cold, please call 911. If residents are aware of anyone staying in a vehicle or a place not intended for living during these extreme cold temperatures, they are encouraged to call 911 as well.
The Engagement Center on Atkinson Street will be open with expanded hours from 6am to 7pm. Outreach workers have been engaging with unhoused people in the area of Mass and Cass to inform them of the upcoming cold weather and of resources they can access.
Bitter cold temperatures can affect the condition of your skin. Cold air, low humidity, and high winds outdoors strip your skin of much-needed moisture. Turning up the heat and taking hot showers indoors do the same. These harsh conditions cause your skin to lose its natural oils. This allows moisture to escape, leading to dry skin and potentially a winter rash.
